Pretty much all bad news

Hop was not granted a visa at the interview today. They require an Affidavit of Support from me instead of from any sponsor, which was not stated in the instructions, and they told Hop she was lying about our eight years of correspondence because she told the interviewer that my Vietnamese wasn't very good. He insisted that after eight years of writing to each other, my Vietnamese must be excellent, despite the fact that Hop's English is easily good enough for us to communicate completely.
I can get an I-134 for myself out here within several weeks, and they will re-evaluate the case at that point. We don't have to go through the whole process again, we just need to submit more evidence. I'm going to pursue several other paths to resolve the completely illogical objections about my grasp of the Vietnamese language; among them will be Senators Snow and Collins. We're both obviously very disappointed, but I believe we can resolve the problems with her application in a reasonable amount of time.
